The Saint Paul Public School district is a member of the East Metro Integration District  (EMID).  EMID was established to implement the Minnesota Desegregation Rule on a collaborative basis among its 10 member-districts. This Rule requires urban and suburban schools and communities to work together to design effective, voluntary strategies for creating and expanding inclusive learning environments and increasing racial interaction.

The ten  EMID-member school districts are: Inver Grove Hts; Mahtomedi; No. Saint Paul/Maplewood/Oakdale; Roseville; Saint Paul; So Saint Paul; So Washington County; Stillwater; West Saint Paul/Mendota Hts; and White Bear Lake.  EMID  works to increase voluntary, inter-racial contact between the students of Saint Paul and the suburban EMID-member districts.

The Interdistrict Classroom Partnership Initiative is a collaborative effort of EMID and its member-districts, funded by EMID and based in the Saint Paul Public Schools, Office of Educational Equity and located in the Multicultural Resource Center at Arlington Senior High School.

The Mission of the Inter-District Classroom Partnership Initiative is to help infuse academic and cross cultural learning experiences that help support  connectedness between students, teachers, school districts, and communities. The SPPS/EMID Classroom Partnership Coach/Facilitator's role is to match up classrooms and support/facilitate partnerships, ensuring the inclusion of effective academic and cultural strategies in the partnerships.
